can a 4 month old sleep on a folded up comforter and sheet layed on top?

i have my first baby a little 4 month old little boy and he likes to sleep on a folded up comforter and a sheet on top of that. i keep hearing it's not safe or he'll be fine. i just want to know whether it's a good idea or not?
not underneath a comforter, i know not to do that. but on top of the comforter. he likes the padding i guess underneath him. (softness of the comforter)

This sounds like a case of SIDS waiting to happen. If he is on his back it is OK but when he learns to roll over it is dangerous.
