i bought a comfy foam pad for my mattress at target. is it okay to use it with an electric blanket?

I would suggest NOT to. Foam is pretty combustible. In fact, several years ago, I remember hearing that if you have an egg crate (foam mattress cover) NOT to smoke etc. due to fire hazard around it, or on it.
